Phases 6 and 7 were constructed in one contract, was advertised for bids by VDOT on June 24, 2003, the bids were opened on September 3, 2003, the Commonwealth Transportation Board awarded the $99.8 million contract on September 17, 2003, to Archer Western Contractors Ltd., and contract completion occurred on July 17, 2007.
